LEXLIGA AT THE BOARD MEETING OF THE UKRAINIAN BUILDERS CONFEDERATION (UBC)
On Tuesday, 18 October, the Big Hall of the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine hosted the extended meeting of the Board of the Ukrainian Builders Confederation (UBC), attended by Olga Volkovych, Partner at LEXLIGA Law Firm.
The meeting agenda featured many matters of current interest, whereas the most hot-button issue in the construction industry brought up for discussion was that related to the reforming of the institute of share participation in the community’s infrastructure development. Today, there is no a shared vision existing for this problem either among law-makers, as evidenced by a large number of distinctly different initiatives submitted to the Verkhovna Rada, or among share participation payers being at variance on whether it is appropriate to cancel it. Thus, a joint decision was adopted not to support the draft Law of Ukraine No. 3610 and, instead, to join efforts in finding a meaningful solution that would be acceptable for all stakeholders.
Additionally, submitted for the Board’s consideration was the draft resolution of the Cabinet of Ministers of Ukraine (CMU) developed by the Constitutional Court of Ukraine, aiming to amend the Procedure for the state architectural and construction supervision as approved by the CMU Resolution No. 553 dd. 23 May 2011, in terms of approximate time limits that need to be approved by the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine for fulfilling the requirements of improvement notices issued as a follow-up of state architectural and construction supervision checks.
